The pastoral and agro-pastoral sector in Somaliland has been undergoing serious crisis for decades now, resulting in a situation of general impoverishment of the rural population in the country. Efforts and inputs from the national and international agencies and their government counterparts to address the challenges facing the sector have so far been thin on the ground, due primarily to lack of coherent national strategy and coordination among the actors.  On the other hand, the number of CSOs andNon state actotors in the pastoral/agro-pastoral sector is continually increasing in Somaliland. However, their functions and roles do still seem to be confined to service provision, because in many situations their work is constrained by limited technical capacity and lack of coordinated approach including weak vertical and horizontal linkages to the grassroots. 


Therefore, the Somaliland Pastoral Forum (SOLPAF) which is founded in 2006 is formed with the vision, mission and programmatic objectives to facilitate the coordination and collective efforts of addressing the issues of the pastoral and agro-pastoral communities in Somaliland at the local, national, regional and international levels. Its Mission is “to the empowerment of pastoralists and agro-pastoralists to secure their livelihoods, influence institutions to be responsive to pastoralists and agro-pastoralists’ needs and to promote stronger shared understanding to pastoral development approaches”. SOLPAF undertakes coordination, advocacy, lobbying, civic education and community development planning to promote the well-being, security and dignity of pastoralists and agro-pastoralists in Somaliland.

SOLPAF in partnership with OXFAM GB is currently implementing a human security for vulnerable pastoralist and agro-pastoralist project in border areas of Ethiopia and Somaliland which is funded by Dutch government. The project aims for a serious policy shift from repeated, reactive emergency responses to laying the foundations for building resilient communities and improving the human security of pastoralists along the Ethiopia-Somaliland border by using a holistic approach to tackle the integrated causes of conflict. This project will contribute to this goal by aiming to achieve the following outcomes:

  • Strengthened drought management by cross border pastoralist and agro-pastoralists
  • Enhanced pastoralist and agro-pastoralist livelihood methods, particularly for women and youth
  • Civil society, including groups of women, youth and men, have increased capacity to participate in (community and district levels) and influence (national level) forums and processes
  • Peace building functions of community institutions are strengthened or built
  • Ethiopia government and Somaliland administration have improved capacity to deal with policy issues affecting cross border pastoralists and agro-pastoralists
  • Regional organizations have improved knowledge, understanding and technical capacity on policy issues affecting cross border pastoralists and agro-pastoralists



  • The role requires strong skills in programme cycle management, fundraising, policy advocacy, alliance building and report writing
  • The role requires strategic thinking of linking up the achievements of the Forum to the wider pastoral/agro-pastoral development programming in the region
  • The role requires fostering strong external relations with other agencies working in target areas and ability to use consultative approaches to work with partners, forum members, donors and other stakeholders
  • The role also requires well grounded understanding of poverty in Somaliland, and the dynamics of pastoralism in the country 
  • The role requires administrative and financial skills as well as prior experiencing in managing human resources




Under the guidance of the Board, the PC will coordinate the SOLPAF programme at the regional, national and international levels to ensure effective and timely development planning, delivery, monitoring, and evaluation of its programme. However, his/her specific responsibilities are outlined below:-


3.1  Programme Development


  • Taking forward the operational infrastructure of SOLPAF including consolidation of membership and partnership processes
  • Implementation of operational policies and procedures to achieve the objectives and strategies of the Forum.
  • Design and development of SOLPAF strategic plans, concept papers, project proposals and situation analysis.
  • Preparation and follow-up of funding applications and proposals to donors and other sources of funding.
  • Mobilization of resources, and development and management of SOLPAF programmes in collaboration with members and other relevant stakeholders


3.2  Programme management

  • Ensuring quality implementation of projects within the set timeframe
  • Ensuring optimal use of financial resources in the programme, including project budget adherence
  • Ensuring optimal use of human resources in the programme, including promotion of team work and team spirit and securing training for the staff
  • Ensuring that all SOLPAF systems for programme administration and financial management are implemented and adhered to.
  • Ensuring system for monitoring programme/project activities are developed and implemented
  • Prepare regular reports to the Board of Steer and donor agencies/partners as well as quality control of project specific reports produced by SOLPAF project personnel. 
  • Conduct regular project follow ups


3.3  Coordination, networking and alliance building


  • Coordinate and liaise with the relevant community leaders, government officials, donors, NGOs and UN bodies on behalf of the forum
  • Represent SOLPAF in meetings at national and international levels
  • Organise meetings for member organisations of the pastoral forum
  • Build robust and strong relations with pastoral and agro-pastoral communities and help them make their voices heard by concerned government officials, policy makers and donors
  • Maintain a robust relationship with the parliament, media, Diaspora and Somaliland intelligentsia
  • Promote the development and implementation of communications strategy for SOLPAF, including the production of information materials for use by the media and SOLPAF members and partners


3.4  Policy advocacy and lobbying


  • Identify policy issues affecting pastoralists and agro-pastoralist and develop an advocacy goal with regard to the identified policy issue
  • Support the formulation of pro-pastoralist policies and disseminate them to relevant stakeholders
  • Mobilise stakeholders and develop strategies of promoting the rights based needs of pastoralist and agro-pastoralist at all levels
  • Establish effective working relationships with other regional and international level Forums and rights based development bodies


3.5  Capacity building


  • Develop training manuals for trainings and workshops and help in the facilitation of these workshops/trainings
  • To ensure that SOLPAF staff are well inducted, aware of the programme objectives and cognizant of quality standards of projects they are handling
  • To continuously coach and give on-job training to staff under his/her supervision to support them execute their duties
  • To identify capacity gaps in SOLPAF staff, member organisations of the forum, pastoralist communities in advancing the cause of pastoralists and organise appropriate trainings (sometimes with the support of consultants or training institutions)
  • Facilitate member initiatives geared towards the institutional capacity building of national pastoral and agro-pastoral organizations.




  • A university degree in social sciences, development studies or a related field
  • Minimum of five years experience in community development, project management, human rights advocacy and a solid understanding of policy issues
  • Experience in capacity building and partnership approaches
  • Good experience in proposal development and analytical report writing
  • Good experience in administrative and financial management
  • Analytical and strategic planning skills
  • Proven coordination, presentation, influencing and negotiation skills with diverse audience
  • Confident representation skills
  • Excellent team work skills and the ability to build good relations both internally and externally
  • Relevant and up to date computer skills
  • Proven record of working independently and experience of working similar network organizations/Forums.
  • Political and cultural awareness and sensitivity to Somaliland.
  • Good written and spoken English is essential
  • Willingness to travel at short notice, often in difficult circumstances
